The City of Akita has been aiming a barrier-free community, in which any
citizens, children or elderly people, men or women, the handicapped or
not, do not face any difficulties in their daily lives.
To realize this idea, the city has made long term welfare plans for children,
elderly people, and the handicapped, and we have named these welfare plans
"Happy Plan in Zelkova City" together.
